MCC AIQ Counselling Guide 2026: 15% All India Quota, AIIMS, JIPMER & Deemed Universities
1. What is the All India Quota (AIQ)?
The All India Quota was established under the directions of the Supreme Court of India to enable merit-based cross-state mobility for medical aspirants. Every state-government-run medical college in India (excluding Jammu & Kashmir for select historical years, now fully integrated) must surrender 15% of its total undergraduate MBBS and BDS seats to the Central Pool managed by the Medical Counselling Committee (MCC) under the Directorate General of Health Services (DGHS).
Through AIQ, a candidate from Maharashtra or Kerala can gain admission into premier colleges in Delhi, Karnataka, Tamil Nadu, or Uttar Pradesh without needing state domicile certificates.
2. Participating Institutions & Quotas Managed by MCC
The MCC single-window counselling portal manages six distinct institutional seat streams:
- 15% All India Quota (AIQ): Surrendered seats from all state government medical & dental colleges. Open to all Indian citizens.
- 100% AIIMS Institutions: All 20 operational All India Institutes of Medical Sciences (AIIMS New Delhi, Bhubaneswar, Jodhpur, Rishikesh, Bhopal, Patna, Raipur, Nagpur, Kalyani, Mangalagiri, Bibinagar, Gorakhpur, Bathinda, Deoghar, Rajkot, Bilaspur, Guwahati, Jammu, Madurai, Vijaypur).
- 100% JIPMER Campuses: JIPMER Puducherry and JIPMER Karaikal (Internal Puducherry domicile sub-quota also managed on the same MCC portal).
- Central Universities & Institutes:
- Banaras Hindu University (IMS BHU) — 100% Open AIQ.
- Aligarh Muslim University (JNMCH AMU) — 50% Open AIQ + 50% Internal Institutional Quota.
- Delhi University (MAMC, LHMC, UCMS) — 15% AIQ + 85% Delhi State Quota.
- VMMC & Safdarjung Hospital and ABVIMS & Dr. RML Hospital — 15% AIQ + 85% IP University Delhi Quota.
- Jamia Millia Islamia Dental (JMI) — Open AIQ + Internal Quotas.
- 100% Deemed Medical Universities: Institutions like Kasturba Medical College (KMC Manipal/Mangalore), Sri Ramachandra Chennai, D.Y. Patil Mumbai/Pune, K.S. Hegde Mangalore, JSS Medical College Mysore, Amrita Institute Kochi, Hamdard Institute of Medical Sciences New Delhi.
- ESIC Insured Persons (IP) Quota: Special subsidized quota in ESIC Medical Colleges for children of insured workers holding valid 'Ward of IP Certificate'.
- AFMC Pune: Initial registration and NEET merit shortlisting for Armed Forces Medical College screening (ToELR, Psychological Assessment & Interview).
3. Four-Round Counselling Framework
Since the landmark Supreme Court order of 2021-22, MCC conducts four mandatory online counselling rounds, completely eliminating physical stray offline college rounds to ensure zero seat blocking and 100% transparency:
- Round 1 (AIQ): Free exit allowed. Candidates who join can opt for willingness to upgrade in Round 2.
- Round 2 (AIQ): Upgraded choices processed. If newly allotted a seat in Round 2 and candidate does not join, the security deposit is forfeited. If joined, candidate can opt for willingness to upgrade in Round 3.
- Round 3 / Mop-Up (AIQ): Fresh registration allowed. Candidates holding an active seat from Round 1 or 2 (without upgrade) cannot resign. Non-joining of allotted Round 3 seat results in forfeiture of deposit and debarment from Stray Vacancy.
- Online Stray Vacancy Round: No fresh registration. Unallotted registered candidates from earlier rounds are considered. A strict shared database is maintained between MCC and all State DMEs: candidates who hold a confirmed seat in any state counselling are automatically weeded out. Non-joining results in 2-year debarment from NEET.
