2. Round-Wise Consequences Matrix
Round 1 (MCC AIQ): Safe 'Free Exit'
What happens: If you are allotted a college in Round 1 and choose not to report, the seat is automatically cancelled and added to the Round 2 vacancy matrix. Your security deposit is 100% safe, and you can participate in Round 2 without any penalty or re-registration.
Round 2 (MCC AIQ / State): Deposit Forfeiture
What happens: If you are allotted a new seat in Round 2 and do not report, your security deposit (₹10,000 for AIQ / ₹2,00,000 for Deemed) is permanently forfeited. You can participate in Round 3 (Mop-Up), but only by paying fresh registration fees and a fresh security deposit.

What happens: Non-joining of a seat allotted in the Online Stray Vacancy Round is treated as deliberate seat blocking. The penalty includes complete security deposit forfeiture AND a mandatory 2-year debarment from appearing in NEET UG nationwide.
